Vacharakoon currently works at the SEACEN Centre and has over 20 years’ experience in payment and settlement systems. Formerly a director at the Bank of Thailand, he led works on payments and fintech, with international roles at the BIS CPMI. He holds a master’s degree from Waseda U., another master’s degree, and a PhD from the University of Reading.

SEACEN Centre serves as a regional capacity-building institution for member central banks. It provides training, research, policy dialogue, and technical cooperation to strengthen financial stability, central banking practices, and regional collaboration across macroeconomic policy, financial sector development, and leadership.
